Could anyone tell me how to fix this bug?
I'm getting this result when exporting data from Power BI table visual into CSV and opening it in Excel.
Using Russian language, abracadabra supposed to be cyrillic words...

Do you export the report from Power BI Desktop? How about publishing report to Power BI Service and exporting the report from the web service?
I found a similar issue that export csv data file with Cyrillic chars can return wrong characters if the report was modified over the IE in the following link and the issue has been escalated. You can vote the issue and add your comment in this link.

Yes I export from PBI Desktop. Can't use Power BI Service publish function due to high level of confedenciality of the information(
