Expanding a column with mixed lists and records from JSON

I'm importing data from a JSON API and there's one column that contains both lists and records. It can not be expanded in any way I tried.

 

 

 

I'm new to using power bi and excel power query, I tried both the interface options and with some M editing but I can't find a solution.
