Exclude and Include Data

I am trying to find whether or not a sales lead has been contacted in the last year, if the sales lead has a note created in 2017 I do not want that company to show, however I do want it to show if it has not been contacted since 2016. Is there a way to do this? I also want it to show the latest entry in 2016.

The answers to those questions are heavily dependent upon the data and source systems. What might those be?
