NUMBERVALUE:
To convert text to number, you can use VALUE() function.
SUMIFS:
You can use CALCULATE() and apply filter context. Please refer to this blog: PowerPivot DAX: CALCULATE is a supercharged SUMIF
=CALCULATE(SUM(Table[Amount]),FILTER(Table,Table[Column1] = "A" && Table[Column2] = "B"))
VLOOKUP:
In DAX, it can't evaluate at cell level like VLOOKUP since it can only evaluate on row level. You can use RELATED(), RELATEDTABLE() or LOOKUPVALUE() to achieve similar logic. For more details, please refer to blogs below:

Regards,
Value() is not working for me where =Numbervalue(reference,",",".") is the equivalent excel formula.
For example I have the text 126.275,96 and the result is 126.27596 using value in BI instead of 126275.96 which the numbervalue formula in excel would return. For 815,48 I get the incorrect value of 81548 using the value formula in BI and the correct value of 815.48 using the numbervalue in excel.
