End User Unable to Export Data

I created a Power BI report in Power BI Desktop and then published this report.  From the Power BI server I am able select "Export Data" but my end user is reporting that 'Export Data' is not available from the ellipsis drop down list.  The user even provided a screen shot to me.

Any idea why I have this feature but the end user would not?

Is your user using the same browser as yours? If not, you can check our some limitations when exporting data here

End User was using Chrome.  Awaiting to see what happens when another web browser is used.
