I have tried to enable end users to be able to refresh a dataset within a Power BI App, but it is always unsuccessful. I have use the option of Power Automate for Power BI as the visualisation and the user has "Member" access to the App and a Pro License to Power BI. The dataset is being pulled through from our main database using an SQL report and a Gateway. Access to the Gateway is strictly maintained and it isn't possible to allow end users to have access to this (which may be the issue).
Has anyone got any ideas on how this can be done and/or what the end user will need to have acess to?

I have a member role in a workspace and I am able to refresh a dataset without taking it over. Do your users have a member access to the Power BI workspace as well or maybe just viewers? The user or account used to refresh needs the correct permission.
