Or you could try another method:

Column= IF([Date]>10,DATE(YEAR([Date]),MONTH([Date]),10),DATE(YEAR([Date]),MONTH([Date])-1,10))

example my last date is 15 of month

if(day([Date]) >16, eomonth([Date],0)  +15, eomonth([Date],-1)+15 )
