Are you able to share your .pbix? I was not able to replicate the problem you are having. Even when my matrix is empty the title measure still populates for me.

I found the problem, though I don't quite understand the reason.
It happened because I had a conditional formatting - color scale for my value.
I changed it to rules and used numbers for intervals, the titles worked fine.
However it didn't work for rules and percentages.
So conditionfal formatting of the title is somehow connected to relative conditional formatting of the value.
I don't know how to upload here, but I think it's quite easy to replicate 🙂
