Dynamic filter

Hi All,

Hope all are doing good,

I need one help I want to create one dynamic level filter I have Year slicer and Cluster slicer. The value which is showing in Gauage visual . When I am not selecting any thing the value should be static value which is 545 as below visuals.

   

Conidition 2:When I am going to select to slicers at a time we need actual value.

Condition 3: when he is going to select particular year in slicer year he want to see the static value as "0".
