I'd like to know how I can implement a dynamic descriptive tooltip like the one bellow.

Where did you find this kind of visual? Is it just from a static picture or a Power BI report that can be interacted with?

According to my test and research, it seems that Power BI doesn’t have this kind of tooltip, it’s just a type of text box that is placed on the chart, which is also not dynamic. Because you can not use a measure in the text box.
