According to your description, here are my steps you can follow as a solution.

(1) We can create a unit table.

Unit = DATATABLE ( 
    "Unit", STRING, 
    {
        { "KGs" },
        { "Tons" }
    }
) 

Then we can create a measure.

Measure = CONCATENATEX('Segment',[Segment],".") & "-" & " Split" &"(" & SELECTEDVALUE('Unit'[Unit]) & ")"

Setting the Conditional Format.

Then the result is as follows.

(2) Or we can create a measure 2. 

Measure 2 = 
var _a= SWITCH(TRUE(),
{"Midmarket"} in VALUES('Segment'[Segment]),"KGs",
{"Small Business"} in VALUES('Segment'[Segment]),"KGs",
