Dynamic Text Tooltip

Hi,

 How can we create a tooltip with text in which values are changed dynamically based on the report?

 The tooltip has text messages along with some numbers. These numbers are should change based on the value in the original report. 

Ex: Suppose I am using Gauge visualization. The below text is in the tooltip,

The value for a Guage shows up as a line. Here the current value is [Number], which exceeds the target value of [Number].

Here the text is the same every time, but the numbers are to be changed depending on the original values in the gauge report.
