Table 2 -
Doing left outer join on table 1 with table 2 on file # and brining out release # from table 2. When am expanding am getting this output which is wrong-- the records are getting duplicated with release #'s with 14 records. Actual out put should be in 3rd screen shot should be 7 records the release # are duplicating . Please advice.

Yes if Join on only File# behaviour is right output is wrong.
Why should the first line in your first table be release 273545 and not 273526? What identifies it as belonging with 273545? The behaviour you are seeing is exactly how a left outer join on File# only should work.
