Drill Down and Conditional Formatting enabled Custom Maps

Hi Guys,

Could anyone suggest me a map where I can do the following things, along with the steps:

1. Divide India's map into custom regions (eg: North, South, Central etc)
2. Drill down into city level
3. Do conditional formatting on the city level (drilled down level)

Any leads or though process are welcome

ArcGis Maps would come close to your demands but unfortunatley there is no visual that would fullfill all of your demands.
