Doubt news functionality

Hello. I saw this feature in a monitoring of the Brazilian government. It has a list of news with images and text (link) and when you click it opens the complete news on the page itself. Does anyone know how to do? What functionality is it?

You can achieve similar kind of functionality in POwer BI also. This is more like you click on an image and it re-directs you to a URL link.
