Double text axis using horizontal bar chart

Hello Power BI lovers,

I try to create horizontal bar chart, which contains two text axis, like on below screenshot designed in excel:

I've created table like this:

IMO, there is no simple way to create such visual, so I used formula like this (of course it's simplified): 
SWITCH(TRUE(),Order = 1,"1st Phase",Order = 2,"2nd Phase",Order = 3,"3rd Phase",Order = 4,"4th Phase")

and still no results. 😞 Can anyone help with this? I spent whole day to find out, how to solve this.

There's a workaround. You can do this by creating a bar chart and a text box.

Hi Stephen, thanks. I know, I did it like this but there are some issues with this approach, when having not so much space for this visual on the page:

1. you need to set white background of those text boxes and cover x-axis, otherwise you will not see vertical lines indicating progress,

2. white text box background when limited space on the page causes some parts of white boxes outside of chart area, otherwise you will see scroll on each text box,

3. using other screen resolution may cause a little bit of mess in there,

4. max letters height in text box = 8, while I have 6 on the y-axis, not look so good even using "card" visualization

This is why I'm looking for solution, not workaround. 🙂

@RM_1 you need to look for a custom visual that allows for two columns to be used on x and y axis.
