Does a user need to have power bi in order to view power bi report/dashboard in dynamic 365?

Hello,

I published and shared powerbi report in dynamic 365. Logging in as another user who does not have power bi, he cannot see the report/dashboard. He got system admin permission in DYN 365 already. 

Does he need to subscribe to powerbi in order to see the report/dashboard?
