Divide not returning correct value

I have a matrix table with a actual and target columns. I have a card that is supposed to return the sum of the actual number divided by the sum of target number. The actual total for the matrix is 17  and the target value is 44. The following formula:

Column = DIVIDE([LI_actual],[LI_target]) should result in .386 and not 2.03
 
I created the columns LI_actual and target to sum all of the values in those columns.
I have verified the data type is whole number for both fields. I also verified PBI is reading each
column as 17 and 44 by just puting those fields in the card without a formula and it is. So I'm not
ssure exactly what I am missing.

Sounds like context issue. Any chance you can load some sample data or the pbix file?  Dropbox/onedrive works
