Divide Totals wrong in Matrix with hierarchy

I am having an issue with the totals being wong, it's a simple calulation, however it's under matrix with an hirearchy. I have already tried many solutions with hasnofilter and others but have been unsucessfull. 

Below is my formula

DIVIDE(SUM(Master[A_NEED_AMT]),SUM(Master[A_AVAIL]),0)

Any help on this would be really helpful.

As other's post. please share sample data and post expected result here. In addition, please check if ISFILTERED() function works in your scenario.
