Display map with multiple layer (geofence)

I would like to create a visualization showing a map and plot the points inside a geofence. In other visualization tools, i will create 2 layers, 1 to show the geofence and 1 to plot the points. So, the visualization can show clearly how many points inside the geofence. May I know how to do it?
