Display content of a table if a condition is met

I have to display content of a table if a condition is meet. For example:

You can refer to the following measure

The sample data 

Table 1

Then create a measure, and put it tp the visual slicer

Measure = var a=SUMMARIZE(FILTER(ALLSELECTED('Table'),YEAR([Start])<=SELECTEDVALUE('Table (2)'[Column1])&&YEAR([End])>=SELECTEDVALUE('Table (2)'[Column1])),[Name])
return IF(ISFILTERED('Table (2)'[Column1]),IF(SELECTEDVALUE('Table'[Name]) in a=FALSE(),1,0),1)

Create a reference table with the desired name/year combinations and join it (many to many, gasp!  but single direction) via the name column.
