Disable Mouse hover pop-up

How can we turn off this hover on titles?

I do not want a popup that says the same as the title. Can I edit the text of the pop-up. 

 

Note, this is not the tooltip. I have that enabled and is working as intended.

I have the same issue with the Pages.  It prevents me from navigating because the **bleep** poopup is just sitting on top of what I want to click on.

Hi,

 

I don't think there's a way within the settings to do this but the workaround would be to enable tool tip and set the transpanrancy to 100%
