Designing Home Page leading to 18 Pages ?

Good Morning,

 

I wish to request advice on the best way to construct a Home Page, for a dashboard with 18 Pages....I have used Page Navigator  but the Home Page is looking cluttered and untidy.

2. Collapsible Menus with Bookmarks:

I appreciate these points - there are several new concepts I haven't come across before...So if you could kindly share samples so I can visualise the output of these methods and then I can decide which one is most appropriate.
