We want to deploy PBIX reports with some pre loaded data to cloud. We do know that it is fully encrypted on cloud but is the 

deployment from desktop to service secure enough or is encryption possible while dpeloying the file with dat to service?

We do not want a live connection once dpeloyed to service.

Do you mean publish report from power bi desktop to power bi service or publish content to web from power bi service? Pulish from desktop to service is encrypted while publish content from power bi service to web is not very save because everyone can access report through the link.
