What I need is that for a newly created visual the default interaction was "None".

Based on my research, it is not supported yet currently. There is an idea about that you can vote it up to make this feature coming sooner.

I am not sure the idea you mentioned of is what I need.
Some of my report pages are overloaded with hidden visuals. When I add a new visual, for example, a slicer, it is by default cross-filtering/highlighting other visuals. It's tiresome and very time consuming to change the interaction mode of newly added slicer to "None" for every hidden visual. If there are 200 visuals on a page and I need the slicer to interact only with 2 of them it would be far easy for me if I could to add a slicer that has no interactions by default.
