Decimal formatting working in different ways in same dashboard

Hi,

 

I have a measure defined as a percentage that when it's used in a chart, the decimal separator is a comma ( , ). However if i represent the same measure in a string the format is not the same. If i use the FORMAT function as in format([Measure],"Percent") , the decimal separator is a dot ( . )

 

Below is a screenshot. The same measure except the 2nd one is using the format function.

Is there anyway to consolidate both these formats? Ideally, the decimal separator would be the comma.

you can fix this with the 3th argument of FORMAT, culture.

For instance FORMAT([Measure], "Percent", "de-DE")
 
But to be honest displaying numbers as text is most of the time, not the best solution.
