When the issue appears? Getting data from power bi datasets or open the report which connection to power bi service? Can you please provide more detailed information to help us clarify your scenario?

@Anonymous , have logged in to power bi using the login where the dataset is shared.
On Top right, see if you see the sign in or login name. If it is signin , then sign in. If you see a name, it should the same user with which data set is shared
