User x is able to open a report called DataSet A on PBI desktop. DataSet A is used as the data source for Report B. User x is unable to open Report B on the desktop. This is the error.
Unable to connect. We encountered an error while trying to connect. Details: Looks like we were unable to access the dataset. Please contact the owner of the dataset.
How can this be possible? DataSet A is published on the PBI service. User x is granted access to the workspace and the report and the dataset as a member.

The problem is no longer occurring. I'm not sure if this fixed it, but I added user x to the data source in app.powerbi.com (click the cog and go to manage gateways).

Can you please share some more detail about the user and report dataset permissions settings? They will help us clarify and troubleshoot these scenarios.

User x is a member of the workspace, dataset, and report. It's a windows AD account. What other settings are there?

AFAIK, power bi service works with Azure AD accounts.

As you said, the user is working with windows AD accounts that may not able to be worked as credentials when you get data from the power bi service dataset.
In my opinion, I'd like to suggest you change to the Azure AD account and try again.

@brianlarson , What kind of role user A have been given in the workspace , I doubt that
