What kind of data connector did you use to connect to PostgreSQL database, PostgreSQL database or ODBC connector?
Does this issue only appear when you refresh your dataset? Please check your data source. Could you get new data from your data source? Please download the latest version of Power BI Desktop and try again.

If PostgreSQL database conenctor doesn't work, try ODBC connector.
