Data grouping

We have an HR report with tabs which represent a point in time employee information for a specific month.

Each monthly tab, contain employees with start date and leave date, cost center, departments, type of leave (on-leave, resignation, involuntary termination), salary, etc.  Originally, I want to combine the data, however, the leave date, for maternity leave employees change depending on the month.  How do I group the data so that I can do the following:

I want to present the count of the employees each month and the changes that occur.  For example: May 2022: 170 employees; May 2023: 180 employees, the change is increase 10 employees.
