Data Restriction: Is it possible that a Project Manager can only see the Project name he is managing on the "Project Slicer" in a report? Thank you

It's possible. You can use Power BI RLS roles to restrict data for users. See: https://docs.microsoft.com/en-us/power-bi/service-admin-rls
