Data Bars not showing at all levels of a Matrix table with Hierarchy Drill down

I have a hierarchy that has 10 levels and I have Cell Elements Data Bars turned on. If I am at the very top level of the hierarchy I do not see the data bars but as I drill down they start showing up for every lower level. I have the Cell Elements set up as Lowest and Highest Value for Min and Max.

What am I missing to get the data bars to show at the highest level?

@gmooney100 data bar will only appear for the lowest visible hierarchy in the matrix visual boz comparion is for those values only. It will be difficult for the end user to differentiate data bar for the sub-total and then each value. You may remove sub-total for better visibility of the data though.
