My dashboard used to display the refresh time at the top of the page like so:
Now it doesn't show any refresh time, as shown below:
Any idea how to get the refresh time to show again ?

It isn't (...but why would it be? You didn't suggest any solution.)
If the report is not updated the last refresh date would not be reflected on your dashboard, depending on the way how you had created it.

The report auto refreshed at 6:30am today.
Up until a couple days ago, I would have seen this refresh time on the dashboard. I no longer do.
The only current solution I can think of is deleting the tile and pin the visual again to your dashboard.

This isnt a visual I added. This seems to be standard on all Reports at top of page. All my reports have this. I didn't add it. For some reason one of my reports no longer shows refresh time. Example:
