Hi,
What would the reason be for a DASHBOARD having the "Included in App" is grayed out? But yet the underlying reports are able to have the toggle switched on to include in app?

I had the same problem, the include in app feature has been moved to the + sign in the images below
@jacschZA Please read this blog post. The new app layout involves a few additional steps and needs to be set once. I have tested on my side, but not reproduce the issue.
Do you try to use the same underlying report to create a new dashboard and check if it works well.
And what is the underlying report?
If you only have this issue for Power BI, you'd better create a support ticket in Power BI Support to get further help.

It must have something to do with access on the Report that is being shared/copied from another Workspace.
What are the prerequisites for a Report that is shared across Workspaces, to be included in the APP of the 2nd Workspace?
