This calculated column formula works
=LOOKUPVALUE(Data[Stage],Data[ContractID],Data[ContractID],Data[CreateDate],CALCULATE(MIN(Data[CreateDate]),FILTER(Data,Data[ContractID]=EARLIER(Data[ContractID]))))

If you can access the query editor, select the column you want to fill and select "Fill Down" in the "Transform" tab of the ribbon.
