I want to count the API_proxies that have multiple Developer_app. In this case, 2 API_proxies have multiple developer Apps.
I know it's likely some combo of SUMMARIZE and FILTER...

I had to change your count to a distinctcount to get the result I wanted:

[MyCount] > 1
)
)
Try this:
CountOfMulitpleApps = COUNTROWS(FILTER(SUMMARIZE(Table,[API_Proxy],"MyCount",COUNT([Developer_App])),[MyCount]>1))
