DAX and Roles

I have a Page level Filter that I would like to convert to row based security using roles. 

 

Is there a way I can find the DAX expression of the Page level filter? 

 

If not, how can I write a DAX expression to filter by Dept. (example: I have a table with everyone's dept, A001, A002, S999, H555..) I want to just include the users from Dept A. 

 

I can use something like this [Department] = "A001" but I have to enter every dept. Is there an expression I can use to include all depts that start with A?

Should just be:

 

LEFT([Department],1) = "A"
