DAX FORMAT Function not working on Chart

Hi,

 

I have a formula like this

TestSel. Measure = 
                IF(HASONEVALUE(ListOfMeasure[MeasureName]);
                    SWITCH(VALUES(ListOfMeasure[MeasureName]);
                        "Distribution";FORMAT(SUM(TableDist[Distribution]);"#,##0;(#,##0)");
                        "Total Coverage";SUM(TableDist[Total Coverage]);
                        "%Dist";sum(TableDist[Distribution]) / sum(TableDist[Total Coverage]);
                        "% Eff Call Any Pack";SUM(TableDist[Eff Call Any Pack])/SUM(TableDist[Target Call])*100;
                        "% Eff Call 3 Pack";SUM(TableDist[Eff Call 3 Pack])/SUM(TableDist[Target Call])*100;
                        "Drop Size (Pack/Outlet)";sum(TableDist[Drop Size (Pack/Outlet)]);
                        "Else");
                    "")

I using code 

FORMAT(SUM(TableDist[Distribution]);"#,##0;(#,##0)");

to set my value to numeric format. its showing the right format when i use table visualization, but its why its not working if i use other like pie chart, or bar chart etc...

 

here is some preview of my dashboard, if i select slicer with not using format function (Working)

Because FORMAT convert everything to TEXT
