Customize report according to user

You can use Row Level Security (RLS) Technique to achieve the result .

I just have another question that precedes the creation of the roles, because I haven't created the users for my company yet, and want to make sure I deal with that correctly.
How should I create these users in order for them to be accessible from my Power BI? Do I have to create them inside an organization where I'm the admin?
