Custom tooltip not showing on matrix when there's no value in cells.

Hi,

I've created a custom tooltip (project description) for my matrix table.  There's a project name column as well as values and priority level.  The issue is, when I hover over a blank cell, the custom tooltip is blank and it only works when there's value in the cell.  Is there a solution to show the custom tooltip whether there's a blank cell in the matrix table?

Any suggestions would be appreciated. Thanks in advance.
