Do you know if it is feasible and in which way it could be achieved? Custom visuals?

I managed using an image as backgroung for the scatter chart.

I think you can make several attempts depending on your data structure. This looks like a collection of Treemap and Scatterplot.

thanks for the reply.

The dataset has nothing special, is composed by an X column decimal, an Y column decimal and another column to be used to set the dimension of the circles, I can share a sample if needed.

What do you mean with "collection of Treemap and Scatterplot"? Is it possibile to combine two different charts? 

I think that the challenge here is how to customize the chart area with colors and lines...
