I want to do a cumulative on stages column and do a chart similar in the screenshot below
can someone please show how I can do this on a dax

Cumulative Count =
CALCULATE(COUNT('Table'[Site]),FILTER(ALL('Table'),'Table'[Stages]<=MAX('Table'[Stages])))
Result is as below.

Create a forth column in the table, CountValue, and it has the # (1,2,3) from the Stage column - Stage 1 = 1, Stage 2 = 2, Stage 3 = 3. Then, create a DAX measure to SUM the new column rather than a count.
Stage Cummulative = SUM('TableName'[CountValue])
