Creating a visual with this specific layout using table/matrix. I am open to other visuals to use

Hi, I've been working on a report that needs to have stepped layout as shown below. I am considering of using the matrix visual to do this but with some of my testing does not achieve the desired output because of the values of the measures I use in the matrix visual is always placed on the right side of the visual.

@Anonymous , In matrix visual, measures are placed on right most, I doubt you can have the layout with the standard matrix.
