Creating a calculated column that Ranks based on multiple other sorted columns

Hello, any help is very much appreciated. I would like to create a calculated column. My table is called CapitalManagementSource.
I have three columns I'd like to take into account. PRF_Number, Cost and Year
 
I would like to create a column that ranks each PRF_Number. First in the ranking would be the minimum [Year] with the largest SUM of [Cost], second would be the minimum [Year] with the second largest [Cost], until all way through to the latest [Year] with the lowest [Cost].
 
In other words, I would like to create a new column ranking the PRF_Number column by two layers
1) Year - Min > Max
2) Cost - Max > Min
