Creating a Matrix Adding two levels of column headers

Hi all, I'm dealing with an issue here. 

I have a matrix visual made by two columns from a dataset (as a Hierarchy) and some Dax Measures as columns. 

Now they ask me to add some titles to those metrics, grouped by some business logic. These titles are objective questions that aren´t in a dataset, so I have to create a new table that displays the questions, the value metrics and the business domains columns as rows.

How can I achieve this in Power BI? Right now I'm using text boxes as titles of the columns but don't seems to be a good idea.

Is there a way to achieve this without using a third party program like tabular editor?
