Creating SVG own Image path for organizational restriction

Hi Folks,

I want to create blinking image in power BI report .Can anyone guide me how to achieve this.

I read some articles  but have below questions.I

1]how to get below  highlighted path.Do I have to host the image at FTP or at webserver(This might be a basic ,bare me with this)

2]How will I call it in power BI  and make it dynamic.Just referred one article and PBI file.

For your first question, please refer to this video which should be much helpful.

For your scecond question, I'm afraid that may refer to some rules about xml.

Hope @Greg_Deckler could give the detail explanation.
