Trying to create a third column to where success if divide by packages in a table, through a new measure.

If the columns in the screenshot are columns you could use below formula:
measure = selectedvalue('table'[success])/selectedvalue('table'[packages])
If they are measures, please try below formula.
measure = 'table'[success]/'table'[packages]
