Created custom report tooltip for one viz - but it auto appeared on all other viz and new viz

I created a custom report tooltip for one viz.

However, I noticed that all other viz in the report had their default tooltip also changed to that customer report tooltip. But I didn't do that, somehow Power BI did that itself. 

In addition, all new viz also have that custom report tooltip instead of default.

I had to manually go back and change all other viz tooltip back to default. My intention was to only have a specific viz use the custom tooltip.

Is this Power BI by design functionality?

Maybe it is the way I added the custom report tooltip?

It seems that I could not reproduce your issue:

Did you try to create a page for tooltips as I done above or you use a custom tooltip in a json file for visual?
