Try this,
In power Bi, Go to transformdata and select the table. Right-click to duplicate the table. In the table, choose the Tipo and Usarini columns, and in the above transfrom pane, select the pivot column option to pivot the table to get the solution.

I have tested the data you provided in the case, and the test results are the same as those shown in the Vallirajap user. The test results are as follows:
At the same time, if the Ticket id has more than four items, the pivot will fail as shown in the following figure:
We must provide a unique value for each column corresponding to ticket id instead of multiple values. If you can provide sample data that does not contain privacy or describe your pivot operation process in detail, I will further analyze the reasons for your additional queries.
