I currently have a date table with dates for the next five years.
I would like to create a new Period Column that is 13 four week periods starting on a specified date?

You may create a rank column and use IF condition to get the column.If it is not your case,please share more details for us so that we could help further on it.For example:
Rank = RANKX('Date','Date'[Date],,ASC)
Column = IF('Date'[Rank]>=5&&'Date'[Rank]<=5+7,"week1",IF('Date'[Rank]>=5+7&&'Date'[Rank]<=5+7*2,"week2"))
